Big Dreams

Brothers Sebastian,8 and Alejandro,7 Mejia were born with a rare genetic mutation called Bannayan-Riley-Ruvalcaba, which is a degenerative disease that has no cure but this hasn’t stopped them from dreaming big. Sebastian has dreams of graduating from Harvard and becoming the President of the Unites States while the younger Alejandro would still be close to his brother with his dream of becoming a pilot for the Air Force One aircraft.

Dreams Come True

Although city officials were unable to make the brothers big dream come through they were still treated to a day most people never experience. Sebastian was appointed as police chief and was handed the keys to the city by Mayor Luigi Boria, and told that a letter would be sent to President Obama informing him of the brother’s courageous story. Alejandro was given an honorary police badge, plaque and was officially pronounced by Police Chief Donald De Lucca, they were both given exclusive rides in a city cop car around the block.

This story of courage despite being in a tough situation is truly inspiring and this was felt by everyone in attendance as there wasn’t a dry eye in the room during the ceremonies. You can read the full story about these brave brothers here

On Tuesday, the former Miami Heat star was sworn in as a reserve police officer at the Doral police department. O’Neal — known globally as Shaq — had applied in September. He went through the application process as well as a background check before his acceptance. He will be getting paid $0, according to police Chief Donald De Lucca, and will be covering his own insurance costs.

The hushed ceremony was held privately at the police station. The mayor, city attorney, city manager and City Council attended.

O’Neal is not new to yellow crime scene tapes. Before Doral, O’Neal served as a reserve cop at Port of Los Angeles police department; the Miami Beach Police Department, Tempe Police Department in Arizona, and the Golden Beach police department.

During his time in Miami, he also traveled back and forth to Virginia, where he worked on the Internet Crimes Against Children (ICAC) Task Force Program.

O’Neal, 43, considers policing a calling. Two of his uncles were police officers. He was also raised by his stepfather, who was an Army sergeant. Since he was a teen, he’s been interested in law enforcement.

In Doral, O’Neal will mostly be doing community work in which he will serve as a role model for kids, De Lucca said. He will be commuting from his homes in Fort Lauderdale and Orlando.

“I want them to be be able to say: ‘If Mr. O’Neal can do it, I can do it,’” he said.

His ultimate goal is to be a police chief or sheriff in Florida. “When it’s all said and done … in either Orange County, Dade County or Broward. But, I have to work from the ground up first.”

So why Doral? O’Neal credits Chief De Lucca.

“He’s a great leader. I’m learning from him, watching him. He’s a good friend of mine, and in order to become a great leader, you have to master their style and then create your own style.”

De Lucca served as police chief of Miami Beach and of Golden Beach while Shaq was a reserve officer.

O’Neal dubbed his buddy “the Shaq of all chiefs.”

De Lucca’s response was modest.

“We’re honored to have him as part of our team,” he said. “He’s a role model for today’s youth; he believes in the nobility of our profession.”

Right now, the Doral police department’s next goal is to figure our how to make uniforms for the 7-foot-1, 324-pound man.

“His shoe size is huge, but nobody knows the exact number,” said senior executive assistant to the chief, Carlos Arango, chuckling. “At some point we’ll get him an official polo shirt, but for now he has his badge.”

THE TALE OF THE TAPE

Shaq served as a reserve officer at many points in his NBA career. Here is a timeline:

• Los Angeles Lakers: He was a second-class reserve officer for the Port of Los Angeles police department.
• During the 2000 offseason: He rode along with the Orange County Sheriff’s Office in Florida.
• Miami Heat: He was a reserve officer in the Miami Beach Police Department.
• Phoenix Suns: He was a reserve officer with the Tempe Police Department.
• After retiring from basketball: He joined the Golden Beach police as a reserve officer.

De Lucca was named police chief of the Town of Golden Beach in Miami-Dade County in the autumn of 2011. Since taking up this position, Golden Beach has developed a reputation for being one of the safest communities in Florida.

Prior to working in Golden Beach, de Lucca served in the Miami Beach Police Department for 26 years. He held the rank of police chief for the last seven years. This position was especially demanding, because Miami Beach hosts more than 10,000,000 visitors every year.

To further develop the city’s vacation industry, de Lucca ensured that officers in the Miami Beach Police Department were properly trained in dealing with any incidents that could occur in the city’s tourism areas. Under his direction, the police department received international awards for its outstanding service.

The International Association of the Chiefs of Police was founded in 1893. The organization encourages the improvement of law enforcement agencies by hosting conferences that address cutting-edge law enforcement issues, developing training programs and promoting close collaboration among agencies.

De Lucca has received endorsements from several respected public-service organizations, including:

But after all the fun and festivities conclude, members must get down to business.  All annual IACP Conferences involve elections that may alter the makeup of the Board of Officers, which is the group that helps manage and organize IACP events.  This year, there are two positions that are up for election—the 4^th Vice President position and the Vice-President at Large spot.

Basic requirements

If you would like to join the Board of Officers, you must be an active member of the IACP and a sitting police chief.  For the first open spot, the Vice-President at Large will serve one 3-year term that concludes in 2016. For the second spot, however, the 4^th Vice President will ascend to the IACP presidency in 2019.  It is an important and sought-after position, which is why it is often hotly contested.

Who is Donald De Lucca?

With over thirty years of experience in law enforcement, Donald De Lucca began his career as a police officer in Miami Beach in 1981, and later worked his way up to chief of police of that department. As the head honcho, he had over 400 officers working directly under him.  Chief Delucca handled the job with aplomb and served with distinction from 2001 to 2007.
